In 2009, John Milikowsky co-presented a proposal in Washington, DC to IRS chief Counsel, US Treasury and Congressional Committee staff to change a section of the tax code. this was part of the CA Bar Tax Section known as the Washington DC Delegation. The proposal was published in the CA Bar Tax Section's Magazine, CA Tax Lawyer.
